Can an employer offer health insurance to management employees and not offer it to all employees?

I work for a Mattress company in Florida, and I just found out that the owner is paying for his management staffs insurance, but he doesn’t even offer it to his sales people. Is that even legal?
When I started, he said he was going to be getting health insurance for all his employees, he was working on it. That was over a year ago and now I am finding out that he is offering insurance to his management staff and sales people of his same nationality. Two of the employees he is paying insurance for are no higher up the ladder than me.
